RBC Royal Bank&#8217;s affordability index, which hit a historic high late last year, has been declining for the past three quarters.<\/div><\/div><\/div><\/div><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ce60476 elementor-widget elementor-widget-heading\" data-id=\"ce60476\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">\nHow does the RBC Royal Bank Affordability Index work?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c71bd5e elementor-widget elementor-widget-text-editor\" data-id=\"c71bd5e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The RBC Royal Bank Affordability Index measures the percentage of median pre-tax income a household would need to allocate to purchase a property at market price (also known as the effort ratio). Financial expenses include mortgage payments (principal and interest), property taxes, and utilities. It assumes a 20% down payment and a 25-year amortized mortgage. Monthly payments are calculated using the representative five-year fixed mortgage rate offered by major Canadian banks during the period. The benchmark prices used come from RPS Real Property Solutions. The higher the affordability index, the more challenging it is to buy a property, and vice versa.<\/p><p>In Canada, the three main components of the index (see box) have contributed to improved property affordability: lower interest rates, rising income levels, and a decline in property prices, particularly in Ontario. The index dropped from a record high of 63.8% in Q4 2023 (indicating properties were at their least affordable) to 58.4% in Q3 2024.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1a2ac0d elementor-widget elementor-widget-image\" data-id=\"1a2ac0d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<img fetchpriority=\"high\" decoding=\"async\" width=\"768\" height=\"384\" src=\"https:\/\/realta.ca\/wp-content\/uploads\/2025\/01\/Evolution-of-RBC-Affordability-Index-768x384.png\" class=\"attachment-medium_large size-medium_large wp-image-32760\" alt=\"\" srcset=\"https:\/\/realta.ca\/wp-content\/uploads\/2025\/01\/Evolution-of-RBC-Affordability-Index-768x384.png 768w, https:\/\/realta.ca\/wp-content\/uploads\/2025\/01\/Evolution-of-RBC-Affordability-Index-300x150.png 300w, https:\/\/realta.ca\/wp-content\/uploads\/2025\/01\/Evolution-of-RBC-Affordability-Index.png 832w\" sizes=\"(max-width: 768px) 100vw, 768px\" \/>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-bdbe164 elementor-widget elementor-widget-heading\" data-id=\"bdbe164\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">More Modest Improvement in Quebec<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6bd2ca2 elementor-widget elementor-widget-text-editor\" data-id=\"6bd2ca2\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The improvement has been more subdued in the two major Quebec markets tracked by RBC&#8217;s affordability index, primarily because property prices have not declined in the province. In the Montreal area, however, the index has steadily decreased over the past three quarters, dropping from 55.2% in Q4 2023 to 49.7% in Q3 2024.<\/p><p>In the Quebec City area, property prices have continued to rise steadily since the beginning of the year. It wasn\u2019t until mortgage rates began to drop last summer that the index showed a slight decline, from 34.5% in Q2 2024 to 34.2% in Q3 2024.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4b6dd39 elementor-widget elementor-widget-heading\" data-id=\"4b6dd39\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Comparison Brings Comfort<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c5d1a26 elementor-widget elementor-widget-text-editor\" data-id=\"c5d1a26\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Properties in Quebec remain significantly more affordable compared to the rest of Canada, especially in the Quebec City area (see chart below). For example, the effort ratio to buy a property in the Quebec City region (34.2%) was similar to Edmonton (33.6%) and Winnipeg (32.1%) but much lower than Calgary (42.2%), Halifax (44.8%), and Ottawa (47.3%).<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-107834b elementor-widget elementor-widget-image\" data-id=\"107834b\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<img decoding=\"async\" width=\"800\" height=\"458\" src=\"https:\/\/realta.ca\/wp-content\/uploads\/2025\/01\/Measure-of-Property-Affordability-Q3-2024.png\" class=\"attachment-large size-large wp-image-32762\" alt=\"\" srcset=\"https:\/\/realta.ca\/wp-content\/uploads\/2025\/01\/Measure-of-Property-Affordability-Q3-2024.png 818w, https:\/\/realta.ca\/wp-content\/uploads\/2025\/01\/Measure-of-Property-Affordability-Q3-2024-300x172.png 300w, https:\/\/realta.ca\/wp-content\/uploads\/2025\/01\/Measure-of-Property-Affordability-Q3-2024-768x439.png 768w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c4f6191 elementor-widget elementor-widget-text-editor\" data-id=\"c4f6191\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Regarding Quebec&#8217;s largest city, despite a relatively high index of 49.4%, Montreal&#8217;s situation is far from the sky-high levels of 75.1% in Toronto and 96.7% in Vancouver, respectively [1].<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-67fbef3 elementor-widget elementor-widget-text-editor\" data-id=\"67fbef3\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div class=\"flex-shrink-0 flex flex-col relative items-end\"><div><div class=\"pt-0\"><div class=\"gizmo-bot-avatar flex h-8 w-8 items-center justify-center overflow-hidden rounded-full\"><div class=\"relative p-1 rounded-sm flex items-center justify-center bg-token-main-surface-primary text-token-text-primary h-8 w-8\">[1] In Canada, with few exceptions, to qualify for a mortgage, financial expenses related to homeownership cannot exceed 39% of gross income (Gross Debt Service Ratio).
