Provincial recognition

In 2024, for the second consecutive year, The Globe and Mail named the Town of Mount Royal the most livable city in Quebec.

For his story

The history of the Town of Mount Royal began in 1912 with a major project: the digging of a 5.3 km tunnel under Mount Royal by the Canadian Northern Railway Company. The purpose of this underground passage was to provide a faster connection between the farmlands of the time and downtown Montreal. Taking advantage of this opportunity, the former melon fields were transformed into a unique project: building a modern community inspired by the “garden city” concept devised by British urban planner Ebenezer Howard. Long before the first house was built, the city had already been carefully planned and designed.

What is a garden city?

The Town of Mount Royal perfectly illustrates the Garden City movement: a town designed to combine nature, aesthetics, and functionality, offering its residents a harmonious, peaceful, and accessible living environment. This visionary planning was recognized in 2008, when the town was designated a National Historic Site of Canada.

The original spirit of the garden city is still clearly visible in today’s urban landscape:

  • An urban plan organized in rays and rings around the city center.
  • Wide boulevards, winding streets, and avenues lined with mature trees.
  • Large central parks and green spaces that promote an airy and serene atmosphere.
  • Clear zoning from the outset: residential neighborhoods carefully separated from the industrial park to the north, and commercial activities grouped together on the outskirts, ensuring both tranquility for residents and economic vitality.

Major periods of development

The history of the city can be divided into three main stages

1920 to 1950

The first single-family homes are being built on former farmland, mainly melon fields. A bilingual community is gradually establishing itself there and setting up essential services.

1950 to 1970

The city experienced spectacular population growth. Its population, which had been just a few hundred in the 1920s, reached nearly 22,000 in 1966. The development of the road network then fully connected the municipality to the city of Montreal.

Since 1970

The Town of Mount Royal consolidates its identity as a garden city, protects its heritage, and reaffirms its municipal autonomy after a brief merger with Montreal.

It showcases a model city, rich in tradition and focused on the future, inviting its citizens to participate in centennial activities and celebrate its heritage.

We invite you to watch the video as well Town of Mount Royal: A Fabulous Story! which recounts the construction of the tunnel under Mount Royal and the early days of the city. Really interesting!

A protected architectural heritage

Today, the founders’ vision is not only preserved but protected by the Architectural Integration and Implementation Plan (PIIA). Its regulations ensure the harmony of the built landscape and the preservation of eight iconic architectural styles, reflecting the major stages in the city’s history:

  • Garden city house
  • Suburban house
  • Canadian house
  • New England House
  • English manor house (our image above)
  • Bungalow house
  • Cottage house
  • Split-level house

For its urban areas

In Town of Mount Royal, there are no official neighborhoods as in Montreal, but rather sectors organized according to their urban functions. True to the garden city concept, the town distinguishes its sectors on administrative, historical, and economic grounds, rather than on the traditional model of residential neighborhoods.

1) Industrial Sector
Located west of the Décarie Expressway (A-15), at the entrance to the Town of Mount Royal, the industrial sector is the true economic heart of the municipality. This hub of urban logistics and design brings together more than 80 manufacturing companies specializing in food, electronics, furniture, and chemicals, among other things. Among the largest employers in the sector are Kraft Heinz Canada, Ericsson, Lise Watier, Pétroles Crevier, Sanimax, Polycor, Systèmes Boulle, Olymel, Suncor Energy, Metro Richelieu, and the vast Royalmount project.

2) Rockland Commercial District
Bordered by the Metropolitan Expressway (A-40), the Centre Rockland district includes the famous shopping center of the same name, a must-see fashion destination in Montreal. Its three modern floors are home to more than 170 stores.

3) Downtown Area
The downtown area of Town of Mount Royal is the administrative, cultural, and community heart of the garden city. It includes:

  • Community facilities: the library, recreation center, arenas, swimming pool, and several urban parks.

This circular park is located across from the REM Ville-de-Mont-Royal station and offers a wide range of facilities: children’s playgrounds, six tennis courts, a lawn bowling green, and a croquet lawn. It also hosts concerts and major events such as Mont-Royal en fête, and delights residents and visitors alike with the Pierre Elliott Trudeau Rose Garden, renowned for its spectacular blooms in spring and summer.
  • Civic institutions: City Hall and various municipal services.
  • Shops and homes: a wide range of shops and a concentration of high-rise buildings intended for residential condominiums.

4) Beaumont sector
Close to the Acadie metro station, the Beaumont sector has become a hub for activities in the fields of health, professional services, and technology. Currently undergoing a major transformation, it is the subject of a Special Planning Program (SPP) aimed at consolidating development, strengthening economic vitality, and improving residents’ quality of life. This PPU is supported by major projects such as the University of Montreal’s MIL Campus—a modern and dynamic university complex located on the border with the Outremont borough—and the redevelopment of the Rockland Viaduct.

5) Carré Lucerne
Sector Carré Lucerne is a renowned mixed-use center in the Town of Mount Royal, located less than 700 meters from the De la Savane metro station. It features contemporary high-rise condos, specialty shops, professional offices, a supermarket, restaurants, car garages, and many other services. This dynamic hub attracts an urban clientele seeking a modern lifestyle.
